MacOS Safari Extension Does not Support Multiple MacOS User Accounts

When using MacOS Safari on multiple user accounts on the same Mac, Safari seems to deauthorize. If I use it on one account it will work but if I switch to the other account I will have to go into safari > settings > extensions and uncheck Enpass then recheck it for it to start working on the second account. It may be related to this issue:

 


I also am seeing this problem which makes me wonder if multiple user accounts is related to this issue:
